note: Basic Facilities Charge has always been included in each bill under Electric charges. However, it is now itemized on all bills as of November 8, 2022.
Basic Facilities Charges or fixed charges with electric utilities are necessary for rate equity among ratepayers. For each of the 28,000+ meters in Haywood EMC’s service territory, we make a significant investment, and we must maintain that investment to ensure reliability and safety. We also must have a system of meter reading, billing, and member service functions in place to take care of member-owners. This system includes trained people, office facilities, and state-of-the-art technology to provide the level of service expected by Cooperative member-owners.
The cost of all of these facilities and services must be recovered, even if you elect not to buy any electricity during a specific period. The cost of these services are appropriately billed on a per-member-per-month basis rather than in proportion to the amount of electricity purchased. The Facility Charge on your energy bill pays for a majority of Haywood EMC’s local costs. These costs include everything required to provide electric power to you other than the purchased power costs and demand costs. This includes the more than 2,037 miles of overhead power line, 42,000 poles that hold the line up, 930 miles of underground cable, 17 substations, a fleet of 44 vehicles, plus all the associated hardware required to operate the Cooperative’s distribution system that is spread across western North Carolina, northeast Georgia and northwest South Carolina.
- Graph - Up to 13 months of history will be compared. The average kwh per day and the average cost per day for the current month print here. The average kwh for this bill last year is shown to help you monitor your electrical use.
- Message Area - Any special messages from Haywood EMC will print in this area.
- Total Current Charges and the date this amount is due will be found here. The total amount due is on the next line. If there were past due charges they would print between current charge due and total amount due and would include the disconnect date.
- Your account number prints in two places on the bill.
- Service location is the actual physical location of the service and is usually the 911 assigned address for the location of the service. If this is blank or incorrect on your bill, please call our office and provide the correct information.
- Account description - Identifies what is served. Examples are house, pump, barn, store, etc.
- WPCA - This is the factor that is used to calculate the charge on your bill identified as WHLSE PWR ADJ. Kwh use is multiplied by this factor which changes monthly. In the example 300 kwh X -.00157 = 0.471. This can be a credit or a debit on your bill depending on the factor for that month. For more information on Wholesale Power Cost Adjustments, click here.
